Effective December 12, 2008, assessed a civil penalty of $200,000 by the U.S. Department of Commerce, Bureau of Industry and Security (BIS) to settle charges that it committed 81 violations of the U.S. Export Administration Regulations (EAR); between November 2001 and October 2005, allegedly exported a product called Coolmet, a chemical mixture containing Triethanolamine and subject to the EAR (ECCN 1C350c.9), from the United States to Israel, Taiwan, and Thailand without the licenses required by the EAR; on twenty-three occasions between April 2003 and July 2006, allegedly exported Coolmet from the United States to several countries without the licenses required by the EAR; in August 2005, Buehler's affiliate in Germany (Buehler GmbH) allegedly reexported Coolmet from Germany to Iran without the required U.S. Government authorization; on October 10, 2007, Buehler was assessed a civil penalty of $27,000 by the U.S. Department of Commerce, Bureau of Industry and Security (BIS) to settle charges that it committed five violations of the U.S. Export Administration Regulations (EAR); on four occasions between May 2002 and June 2003, allegedly exported various items subject to the Regulations (EAR 99), including presses and blades, to the Bhabha Atomic Research Center (BARC - see separate entity record) in Mumbai, India, an organization on the BIS Entity List, without the required U.S. Department of Commerce authorization; in April 2001, allegedly exported a replacement mold closure, an item subject to the Regulations (EAR 99), from the United States to Iran through the United Kingdom, without the required U.S. government authorization; manufacturer of scientific instruments and supplies for use in materials analysis; headquartered in Lake Bluff, Illinois, with Buehler locations in Dusseldorf (Germany), Coventry (England - see separate entity record), Dardilly (France), Ontario (Canada), and Kowloon (Hong Kong).
