Added to the Specially Designated National (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) on June 13, 2006, freezing its assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; according to the Treasury Department, the company was designated because it "supplied Iran's military and Iranian proliferators with missile-related and dual-use components;" represented in the United States by G.W. Aerospace, Inc., of Torrance, California; listed by the Japanese government in April 2006 as an entity of concern for proliferation relating to missiles; listed as an entity of concern for arms proliferation in an early warning document distributed by the German government to industry in July 2005; sanctioned (along with all successors, sub-units, and subsidiaries) by the United States on December 27, 2004 under the Iran Nonproliferation Act of 2000 for transferring to Iran equipment and/or technology of proliferation significance since January 1, 1999; the sanctions apply for two years as follows: U.S. government barred from procuring from, entering into contracts with, or providing assistance to the entity, U.S. government sales to the entity of any item on the United States Munitions List prohibited, sales to the entity of any defense articles, defense services, or design and construction services under the U.S. Arms Export Control Act terminated, no new individual licenses granted for the transfer to the entity of an item the export of which is controlled under the U.S. Export Administration Act of 1979 or the U.S. Export Administration Regulations, and any existing such licenses suspended; sanctioned on September 23, 2004 under the Iran Nonproliferation Act of 2000;
created in 1980 as the first Chinese foreign trading company dedicated to space technological service and international trade of space products; provides international space launch services using Long March Rockets since 1985; imports and exports space technology and equipment, precision machinery, electronics, instruments, and meters; developed a version of Long March-2E rocket (designated the 2E/EPKM) with solid perigee stage in 1995; reportedly planned to build the Long March-1D; reportedly was supplying Iran, according to Israeli military intelligence, with telemetry equipment to test Shahab-3 and Shahab-4 missiles in early 1997; reportedly discussed the sale of telemetry equipment with Iran in May 1998.
