Indicted, along with manager Li Fang Wei (see separate entity record), on April 7, 2009, by the District Attorney's Office of New York County on charges relating to the misuse of Manhattan banks and the proliferation of illicit missile and nuclear technology to Iran; sanctioned (with all subunits and successors) by the United States effective February 2, 2009, together with Iran's Shahid Hemmat Industrial Group (SHIG) and Shahid Bakeri Industrial Group (SBIG) and China's Bellamax (see separate entity records), pursuant to Executive Order 12938, for engaging in proliferation activities; the sanctions apply for two years as follows: U.S. government procurement from or assistance to the entity prohibited, importation into the United States of products provided by the entity prohibited, and transfers of U.S.-origin defense goods and services destined for the entity prohibited. According to its April 2009 indictment, sold "weapons material" to subsidiary organizations of Iran's Defense Industries Organization (DIO - see separate entity record), including Amin Industrial Group, Khorasan Metallurgy Industries, Shahid Sayyade Shirazi Industries, and Yazd Metallurgy Industries (see separate entity records); allegedly engaged in negotiations to supply DIO with 400 gyroscopes, 600 accelerometers, and 100 pieces of tantalum; allegedly used the bank account of Sunny Minerals Company Limited to fraudulently access the U.S. financial system and transact with Iranian entities; company contacts include Li Guijian and Chang Lurong.

Sanctioned (with all sub-units and successors) by the United States effective February 2, 2009, together with China's Bellamax, pursuant to the U.S. Arms Export Control Act and the Export Administration Act of 1979, for engaging in missile technology proliferation activities involving items within Category II of the Missile Technology Control Regime (MTCR) Annex; the sanctions apply for two years as follows: all new individual export licenses for the transfer of MTCR Annex items to the entity denied, all U.S. government contracts with the entity relating to MTCR Annex items denied, and importation into the United States of all products produced by the entity prohibited; listed by the Japanese government in 2009 as an entity of concern for proliferation relating to missiles; added to the Specially Designated National (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) on June 13, 2006, freezing its assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; according to the Treasury Department, during the year prior to its designation the company supplied, or attempted to supply, "controlled items" to "Iran's military and missile organizations;" according to its April 2009 indictment, allegedly used aliases and shell companies to evade Treasury Department sanctions and continue transactions involving the U.S. financial system; sanctioned (along with all successors, sub-units, and subsidiaries) on December 23, 2005 by the U.S. Department of State under the Iran Nonproliferation Act of 2000, for two years; sanctioned by the United States on September 23, 2004 under the Iran Nonproliferation Act of 2000.
