Listed in an annex to U.N. Security Council Resolution 1803 of March 3, 2008, because of links to Iran's proliferation sensitive nuclear activities or development of nuclear weapon delivery systems; with some exceptions, the designation requires states to freeze financial assets on their territories which are owned or controlled by the entity, by its agents, by entities it owns or controls, or by entities determined by the Security Council to have assisted the designated entity in evading sanctions; the designation also requires states to ensure that any funds, financial assets or economic resources are prevented from being made available by their nationals or by any persons or entities within their territories, to or for the benefit of the listed entity; listed by the Japanese government in 2007 as an entity of concern for proliferation relating to nuclear weapons; added to the Specially Designated National (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) on February 16, 2007, freezing its assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; an engineering consulting firm; develops preliminary engineering documents for design and construction of industrial projects; activities include engineering inspection and non-destructive testing (NDT) services, purchasing and equipment supply, computer software and hardware engineering services, management of technical projects, engineering consulting, planning and design of power supply lines, and simulation systems; employs over 300 trained engineers and about 100 technicians.

Main consulting engineer for the Atomic Energy Organization of Iran (AEOI); provides engineering and technical support for AEOI's projects, including the Zirconium Production Plant (ZPP), the Uranium Conversion Facility (UCF), and the Fuel Manufacturing Plant (FMP), all located in the Esfahan (Isfahan) Nuclear Technology Center, and for the Yellowcake Production Plant (YCP), located 35 km north of Ardakan city near the Isfahan-Chadormaloo railroad.

According to the National Council of Resistance of Iran (NCRI), an exiled Iranian opposition group that is listed as a terrorist organization by the U.S. Government, PEI was established in the early 1990's as a cover for the development of a nuclear fuel research and production center in Isfahan; according to the NCRI, personnel include: Alireza Farhang, director, Mansour Habashi Zadeh, president of the executive board, Mohsein Al Rasoul and Majid Shaabani kia, both executive board members, Mehdi Fakharan, in charge of control projects, and Mehdi Amri, head of the firm's Tehran office.
