Allegedly overseen by the National Iranian Oil Company (NIOC); listed by the Japanese government in 2008 as an entity of concern for proliferation relating to missiles and nuclear weapons; according to a January 2005 letter by Hrihoriy Omelchenko, then a Ukrainian member of parliament (and reported former officer of the Ukrainian Security Service (SBU)), an inquiry by the SBU revealed that Satak was involved in a scheme to export 20 nuclear-capable cruise missiles, type X-55 and X-55SM (KH-55/AS-15 Kent and KH-55SM/AS-15B, respectively) from Ukraine; Ukraine's prosecutor-general reportedly admitted that 12 such missiles were exported to Iran and 6 to China in 2001; Iran allegedly also received a KNO-120 ground support system; according to Omelchenko, Satak and S. H. Heritage Holding Limited of Cyprus allegedly used a fictitious $49.5 million contract for oil industry equipment to conceal the payments for the transfer to Iran; according to Omelchenko, in 2002 Satak Co. Ltd transferred $12 million to S. H. Heritage Holding Ltd., which also received $1.5 million soon thereafter from Iran's Defense Ministry; manufactures cylinders for compressed natural gas (CNG) applications, including through Iran's SANKA Co., a joint venture with South Korea's NK Co. |
