| Along with all of its branches worldwide, added to the Specially Designated National (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) on October 22, 2008, freezing its assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; three entities owned or controlled by or acting or purporting to act for or on behalf of EDBI were also designated pursuant to Executive Order 13382: EDBI Stock Brokerage Company, EDBI Exchange Company and Banco Internacional de Desarollo, C.A. (see separate entity records); according to the U.S. Department of the Treasury, provides or attempts to provide financial services to Iran's Ministry of Defense and Armed Forces Logistics (MODAFL - see separate entity record) and several of its subordinate entities, enabling them to advance Iranian WMD programs; according to the U.S. Department of the Treasury, facilitated ongoing procurement activities by front companies associated with MODAFL subordinate entities; according to the U.S. Department of the Treasury, served as a leading intermediary handling financing (including WMD-related payments) for Bank Sepah (see separate entity record) after Bank Sepah's designation by the U.S. and UN in 2007; according to the U.S. Department of the Treasury, facilitated financing for other proliferation-related entities sanctioned by the U.S. and UN; has denied all charges made by the U.S. Department of the Treasury.
State owned, specialist export and import bank created to increase non-oil exports from Iran and develop international trade; main activities include export and trade finance, project and investment finance, trade advisory and export promotion and corporate, retail, commercial, Islamic and mobile banking; has more than 20 branches and four representative offices in Iran; has a representative office in Almaty, Kazakhstan; reportedly finances projects in Latin America, Africa and Asia, including building cement plants in Venezuela and Syria; reportedly decided to establish an independent bank as a joint investment with Uganda; reportedly decided to jointly establish a bank in Belarus with Bank Saderat Iran and Bank Refah Kargaran (see separate entity records); Chairman of the Board and Managing Director, Dr. Kouroush Parvizian; members of the board have included Dr. Mojtaba Harati Nik, Dr. Hossein Eyvazlou and Dr. Mirsaeed Nikzad Larijani; established in 1991; C.R.
