Listed by the European Union on June 24, 2008 as an entity linked to Iran's proliferation-sensitive nuclear activities or Iran's development of nuclear weapon delivery systems; with some exceptions, and within their jurisdiction, European Union member states must freeze all funds and economic resources owned, held or controlled by the listed entity, and must also ensure that funds or economic resources are not made available to or for the benefit of the listed entity; added to the Specially Designated National (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) on October 25, 2007, freezing its assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; according to the U.S. Department of the Treasury, owned or controlled by the Islamic Revolutionary Guard Corps (IRGC - see separate entity record) and its leaders; according to the European Union, an IRGC-owned group of companies; uses IRGC engineering resources to act as a prime contractor on projects including tunneling, assessed to support the Iranian ballistic missile and nuclear programs; claims to have been awarded more than 750 contracts in construction fields such as dams, water diversion systems, highways, tunnels, buildings, heavy duty structures, three dimensional trusses, offshore constructions, water supply systems and water, gas and oil main pipelines; claims to have completed 150 projects of technical consulting, supervisions and investigation studies; main clients include ministry of energy, ministry of oil, ministry of roads and transportation, and ministry of defense; in 2006, secured deals worth at least $7 billion in the oil, gas, and transportation sectors, among others; allegedly the main engineering headquarters for the IRGC; allegedly associated with Hara Company (see separate entity record); reportedly headed by IRGC Brigadier General Abdolreza Abed.
