State-owned company subordinate to the Atomic Energy Organization of Iran (AEOI - see separate entity record); in 2008, the British government listed Mesbah Energy Co (Sahami Khase) and Mesbah Energy Company Qatran Project as entities of potential concern for WMD-related procurement; on July 12, 2007, added to the U.S. "Entity List" of end users whose activities impose "a risk of diverting exported and re-exported items into programs related to weapons of mass destruction," or that have been sanctioned by the U.S. State Department; listed by the Japanese government in 2007 as an entity of concern for proliferation related to nuclear weapons; listed in an annex to U.N. Security Council resolution 1737 of December 23, 2006, as an entity involved in Iran's proliferation-sensitive nuclear activities at Arak, where Iran is building a heavy water reactor; with some exceptions, the U.N. designation requires states to freeze financial assets on their territories which are owned or controlled by the entity, by its agents, or by entities it owns or controls; the U.N. designation also requires states to ensure that any funds, financial assets or economic resources are prevented from being made available by their nationals or by any persons or entities within their territories, to or for the benefit of the entity; listed by the European Union on April 19, 2007, as a provider for the A40 research reactor at Arak and pursuant to U.N. Security Council resolution 1737, as an entity whose funds and economic resources, and those it owns, holds or controls, must be frozen by E.U. member states, with some exceptions, and within their jurisdiction; E.U. member states must also ensure that funds or economic resources are not made available to or for the benefit of the listed entity; on January 4, 2006, added to the Specially Designated National (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) freezing its assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems.

Intended recipient of liquid level gauges, the procurement of which was denied on July 3, 2003, by a member state of the Nuclear Suppliers Group (NSG); intended recipient of steam traps and components for steam traps, the procurement of which (through Azar AB Industry Company/Industries Company (AIC) - see separate entity record) was denied on April 14, 2003, by a member state of the NSG; intended recipient of pressure relief valves and specially designed components, the procurement of which was denied on December 4, 2002, by a member state of the NSG; intended recipient of high grade steel pipes and components, the procurement of which was denied on April 30, 2002, by a member state of the NSG; attempted to procure filters, screens and gaskets for pumps for the Pars Oil and Gas Project (POGP - see separate entity record), but the procurement was denied on February 18, 2002, by a member state of the NSG; intended recipient of pressure switches, micro switches, components and accessories, the procurement of which was denied on February 12, 2002, by a member state of the NSG; intended recipient of tank gauges, components and accessories, the procurement of which was denied on February 12, 2002, by a member state of the NSG; intended recipient of cooling towers, the procurement of which was denied on March 26, 2001, by a member state of the NSG; intended recipient of software and glass filter sets for a spectrophotometer, the procurement of which was denied on December 13, 2000, by a member state of the NSG; intended recipient of a Fourier transform infra-red spectrometer with control software and sampling accessories, the procurement of which was denied on November 8, 2000, by a member state of the NSG.

According to the U.S. Department of the Treasury, procures products for Iran's heavy water moderated reactor project; Director General, Ali Hajinia Leilabadi (see separate entity record), has also been listed in an annex to U.N. Security Council resolution 1737 as a person involved in Iran's proliferation-sensitive nuclear activities.
