Listed by the British government in 2008 as an entity of potential concern for WMD-related procurement, and has had export licenses both granted and denied by that government; intended recipient of an electron microscope and associated components, technology, software and training, the procurement of which was denied on March 7, 2006, by a member state of the Nuclear Suppliers Group (NSG); primary activities include materials engineering consulting and metallurgical, physical, chemical, and mechanical testing; has laboratory facilities for metallography, mechanical testing, polymeric material testing, chemical analysis, XRF, heat treatment, non-destructive evaluation, and materials preparation; has an X-ray diffractometer, scanning electron microscopes, and equipment for gas chromatography, Fourier transform infrared spectroscopy, and atomic absorption spectrometry; directed by Parviz Davami, who is also Professor of Material Science and Engineering at Sharif University of Technology; offers graduate degrees in the sciences; claims to have offices in Bandar-e Abbas, a port city on the Persian Gulf; claims to have a staff of approximately 150; tied to Canada's Sutcast Foundry Technologies, Inc. (see separate entity record); Parviz Davami is also General Director of Sutcast, and Sutcast Vice President Dr. Nasser Varahram and Software Development Manager Kianoosh Asgari are also respectively Deputy Executive and Computer Department Manager at Razi; the Mechanical and NDT Labs Director at Razi, S. Nasiri (Sattar Nasiri - see separate entity record) allegedly enlisted in July 2006 the aid of Farshid Rohani (management executive at Sutcast - see separate entity record) to purchase a Magnetostrictive Sensor from the Southwest Research Institute in the United States, after the Institute refused to supply the device directly to Nasiri; Nasiri and Rohani were indicted in U.S. federal court in Texas in October 2006 for conspiracy to willfully illegally export U.S. origin commodities without obtaining the required U.S. government authorization, and Rohani was sentenced on July 31, 2007 to twelve months imprisonment, followed by three years of supervised release, after pleading guilty on December 5, 2006; Razi Metallurgical Research Center was established in 1983. |
