1. This report of the Acting Director General to the Board of Governors and, in parallel, to the United Nations Security Council (Security Council), is on the Islamic Republic of Iran’s (Iran’s) implementation of its nuclear-related commitments under the Joint Comprehensive Plan of Action (JCPOA) in relation to its centrifuge research and development (R&D) activities. It provides an update on developments since the Acting Director General’s previous quarterly report.
Centrifuge R&D Activities
2. On 5 September 2019, HE Hassan Rouhani, the President of Iran, stated “All of our commitments for research and development under the JCPOA will be completely removed by Friday.”
3. On 7 September 2019, Iran informed the Agency that it intended to install and test, with natural uranium, additional advanced centrifuges at the Pilot Fuel Enrichment Plant (PFEP) in Natanz. On the same day, the Agency verified that the following centrifuges were either installed or being installed at PFEP:3 22 IR-4, one IR-5, 30 IR-6 and three IR-6s. All of the installed centrifuges had been prepared for testing with UF6, although none of them were being tested with UF6 on 7 and 8 September 2019.
4. In a letter to the Agency dated 8 September 2019, Iran informed the Agency that it would reinstall the piping at two R&D lines (Nos 4 and 5) to accommodate a cascade of 164 IR-4 centrifuges and a cascade of 164 IR-2m centrifuges. Iran also informed the Agency that it would modify the header connections in such a way that the product and the tails would be collected separately from the cascades in four R&D lines (Nos 2, 3, 4 and 5) at PFEP. On 8 September 2019, the Agency verified that Iran had modified the header connections for R&D lines 2 and 3. On the same date, the Agency verified that Iran had started preparations to reinstall the piping in R&D lines 4 and 5.
