Reported, in a bill introduced in the U.S. Senate, to have transferred, in August 1996, gyroscopes, accelerometers, and test equipment for the construction and test of ballistic missile guidance systems to Iran's Defense Industries Organization (DIO); manufacturing and engineering of airborne equipment for Aviation Industries of China (AVIC); engineering and manufacturing of precision processing machines and precision measuring equipment, and research and development of navigation testing technology and environmental test equipment; development and production of high accuracy special production equipment and automatic testing equipment including universal curve grinding machines, vibration polishing machines, three-coordinate measuring machines, equipment to test inertial navigation systems and their components, rotational heated plate presses, high speed cameras, small cinetheodolites, 10-ton electrohydraulic vibration test rigs, hydraulic servo motors, electrohydraulic servo valves, digital linear measuring instruments, and photoelectric pulse generators; possesses a key laboratory of ultra-precision machining for defense science and technology; established the China Precision Engineering Institute New Technology Corporation (CPEINTC) to oversee imports and exports.
