Former managing director of TIRA GmbH, Schalkau; accused of selling a 27-Kilonewton class vibration test system for 200,000 euro to a foreign military intelligence procurement entity in 2001-2002; in January 2002, evading German export controls, the test system was allegedly delivered to a third party country, Dubai, United Arab Emirates; it was then allegedly exported to a final destination country, Iran; a company technician allegedly installed the equipment and trained operating personnel in May 2002; according to a media report, the company was first approached in spring 2001 by an intermediary for Iran's Aerospace Industries Organization (AIO - see separate entity record), seeking two vibration test systems, and Shian Company (see separate record) was initially named as the intended recipient in Iran, but despite warnings of diversion to a military organization, another recipient name was substituted, and Stumpf allegedly tasked one of his technicians with installing the facility in Iran; Stumpf allegedly collaborated in the sale of the test system with Peter Paul K., former sales manager of TIRA Gmbh, Schalkau; Stumpf was arrested on May 21, 2005, and charged, along with Peter Paul K., by the German Chief Federal Prosecutor on January 23, 2006, with suspicion of espionage for a foreign power and with violation of foreign trade and financial laws; the charge of suspicion of espionage for a foreign power was reportedly dismissed by the Thuringian Superior Land Court; reportedly sentenced on May 18, 2006, to 23 months in prison, of which he had already served 12 while in preventive custody; as of February 2006, 46 years old, of Coburg, Germany.
