Named by the U.N. Security Council in 2008 as a bank domiciled in Iran whose activities could contribute to proliferation; countries are called upon to "exercise vigilance" over activities between the bank and financial institutions in their territories; listed by the European Union on July 26, 2010 as an entity linked to Iran's proliferation-sensitive nuclear activities or Iran's development of nuclear weapon delivery systems; E.U. sanctions were annulled on February 5, 2013 by the E.U. General Court, with the annulment suspended pending appeal; E.U. General Court judgment upheld on appeal on April 21, 2016 by the European Court of Justice; relisted by the European Union on April 18, 2016; E.U. sanctions expired on October 23, 2016.
Designated by the U.S. Department of the Treasury on October 25, 2007, pursuant to Executive Order 13224, which targets terrorists and their supporters, freezing its assets under U.S. jurisdiction and prohibiting transactions with U.S. parties; pursuant to U.S. Executive Orders 12957 and 12959, designated as a bank controlled by the Iranian Government, prohibiting new investments by U.S. persons and most servicing by U.S. depository institutions.
According to the Treasury Department, was used by the Government of Iran to channel funds to terrorist organizations, including Hizballah, Hamas, the PFLP-GC (Popular Front for the Liberation of Palestine-General Command) and the Palestinian Islamic Jihad.
Provided financial services for entities procuring on behalf of Iran’s nuclear and ballistic missile programs; handled payments and letters of credit for Defense Industries Organization (DIO) and Iran Electronics Industries; handled letter of credit for Mesbah Energy Company in 2003.
