Former Deputy Chief of the Armed Forces General Staff for Logistics and Industrial Research and head of the State Anti-Smuggling Headquarters; engaged in efforts to evade sanctions imposed by U.N. Security Council resolutions 1737 (2006) and 1747 (2007); listed in an annex to U.N.
