Identified by the British government in February 1998 as having procured goods and/or technology for weapons of mass destruction programs, in "addition to doing non-proliferation related business;" reportedly part of the Atomic Energy Organization of Iran (AEOI); reportedly part of the Nuclear Research Center at Tehran University.

Designing and construction of various lasers; dedicated to the establishment of a production line of lasers and supplying the needs of other laser research centers; development of optics, coating, optomechanics, and glass blowing; reportedly conducting work on laser enrichment of uranium; reportedly producing neodyne ytterbium-aluminum (Nd-YAG) lasers, using laser crystals which are produced in Iran.

According to German intelligence, reportedly cooperating with the Jihad-e Daneshgahi Department of the Sharif University of Technology in Tehran; reportedly headed by Dr. Seddiqi, according to German intelligence; established 1974.

- Gas Laser Department Research on ultraviolet, visible, and infrared lasers, including carbon dioxide and eximer lasers; research on the dye pumping with different lasers, copper vapor lasers, and helium-neon lasers.
- Semiconductor Laser Department Research and development of semiconductor lasers and detectors, including gallium-arsenide (GaAs) lasers and high power diode lasers.
- Solid State Laser Department Production of Nd-Yag solid state lasers.
