A U.S.-Iranian dual national, electrical engineer, and entrepreneur; according to the U.S. Department of Justice, conspired with Mohammad Abedini Najafabadi to export controlled electronic components and technology from the United States to Iran that were ultimately used to support the Islamic Revolutionary Guard Corps (IRGC) Aerospace Force's drone program.
Allegedly knowingly helped procure U.S.-origin electronics for Abedini Najafabadi's Iran-based company, Sanat Danesh Rahpuyan Aflak Company Ltd. (SDRA), which incorporated the electronics into Sepehr Navigation Systems sold to the IRGC Aerospace Force; a Sepehr Navigation System produced by SDRA and sold to the IRGC was recovered from a Shahed unmanned aerial vehicle (UAV) that killed three U.S. service members during a January 2024 attack by IRGC-backed militants on a military base in Jordan.
Indicted in the United States on December 19, 2024, along with Abedini Najafabadi, on charges of conspiracy to violate the International Emergency Economic Powers Act (IEEPA) and the Iranian Transactions and Sanctions Regulations (ITSR) and violation of the IEEPA and the ITSR; arrested in the United States on December 16, 2024.
In 2015, co-founded a U.S.-based company specializing in wearable kinetic monitoring sensors; in 2016, allegedly travelled to Iran to seek USD $790,000 in funding for his U.S.-based company from the Iranian National Elites Foundation (INEF), a government organization; allegedly proposed to create a sister company for his U.S.-based company in Iran and to transfer intellectual property and other knowledge to that company in exchange for the requested funding; the Iran-based sister company allegedly received a portion of the requested funding from INEF in 2017.
In November 2016, allegedly used his U.S.-based company's Iran-based sister company to purchase firmware and hardware prototypes from SDRA; in December 2016, allegedly purchased U.S.-origin electronic components, including microelectromechanical systems (MEMS) and at least one export-controlled item, from a U.S.-based distributor on behalf of SDRA before allegedly carrying the components to Iran aboard a commercial flight.
In 2018, allegedly assisted Abedini Najafabadi in setting up a Swiss-based front company for SDRA, Illumove SA, by providing a letter of intent to the business plan that Abedini Najafabadi submitted in Switzerland.
Beginning in March 2019, was employed as a MEMS engineer at a major semiconductor manufacturing company headquartered in the United States; allegedly conspired with Abedini Najafabadi to establish a business relationship between Illumove SA and the U.S. company; allegedly sent Abedini Najafabadi proprietary information from the U.S. company via email.
Allegedly advocated for and secured a contract for a joint project between Illumove SA and the U.S. company in 2021; allegedly worked as a support engineer on the project, which Abedini Najafabadi used to illicitly obtain goods and technology from the U.S. company and transfer them to Iran for the benefit of the IRGC; goods acquired by Abedini Najafabadi through the project allegedly included tens of thousands of dollars of MEMS, integrated circuits, sensors, evaluation boards, accelerometers, gyroscopes, and inertial measurement units; technology acquired by Abedini Najafabadi through the project included unpublished datasheets, including for a component with navigation and direction-finding capabilities and controlled by the U.S. Department of Commerce for anti-terrorism purposes.
Allegedly travelled frequently to Iran between 2016 and 2024, using the trips to transport electronics, meet Abedini Najafabadi in person, and work from SDRA facilities; allegedly provided false information about his business activities in Iran to U.S. Customs and Border Protection authorities upon returning from Iran in August 2024.
