Arrested in the Philippines in May 2012; indicted by a U.S. federal grand jury on July 12, 2012 for allegedly participating in a conspiracy between October 2008 and January 2011 to export to Iran U.S.-origin radioactive materials and items used to construct gas centrifuges for uranium enrichment, without obtaining the required licenses; also indicted was Zongcheng Yi.
Allegedly sought to illegally export to Iran items used to construct gas centrifuges, including: 20 tons of C-350 maraging steel, 20 tons of 7075-O aluminum alloy rods with a diameter of 80 mm, 20 tons of 7075-T6 aluminum alloy rods with a diameter of 150 mm, Arnokrome III magnetic tape, mass spectrometers, magnetic gauging equipment, a TCH600 nitrogen/hydrogen/oxygen analyzer, pressure transducers, and vacuum pumps and accessories;also allegedly sought to illegally export to Iran radioactive materials including barium-133, europium-152, cobalt-57, and cadmium-109; communicated with individuals in China, including Yi, with an undercover federal agent, and with co-conspirators in the United States and in the Philippines regarding these procurement attempts; in February 2009, allegedly asked Yi to contact a U.S. company about obtaining two twister speed lathes, which were subsequently purchased by Yi and shipped from the United States to Hong Kong and then to Iran in June 2009; in January 2009, allegedly asked a conspirator to contact a U.S. company about purchasing nickel alloy 120 wire; the nickel alloy was shipped in June 2009 to Yi in Hong Kong, and subsequently shipped by Yi to Iran; in some cases, instructed Yi to conceal that the end users of these materials were in Iran.
