Douste-Blazy Statement on Outcome of Meeting with Larijani

March 3, 2006

Thank you Frank.

Ladies and gentlemen, we met Mr Larijani at the Iranian authorities' request. We signalled an openness and a desire for dialogue. Political dialogue, economic dialogue. Dialogue, too, on civilian nuclear energy. We agreed to see if Tehran was willing to respond favourably to the Board of Governors' demands.

We also pointed out that in order to rebuild trust it is necessary to return to a complete suspension of uranium enrichment-related activities, including those related to research and development, and that the key to any solution is trust.

It is a simple, legitimate condition, which does not adversely affect Iran's development. And on this point, unfortunately, we were unable to get an agreement with Mr Larijani.

We regret that Iran is not ready today to comply with the International Atomic Energy Agency's demands and call on her to comply with them immediately. These demands are very explicit in Mr ElBaradei's report, which the Security Council is going to consider in the next few days.

Conversely, if Iran responds positively to the international community's demands, we would be ready to pursue an ambitious cooperation programme with her, including in the civilian nuclear sphere.

I would, of course, like to thank Frank-Walter Steinmeier, Javier Solana and John Sawers for being here, because it is true the atmosphere has been constructive. Unfortunately, there has been no agreement on halting the enrichment either at the industrial, or research and development level.

I regret this.
