Iranian foreign minister, Dr Kamal Kharrazi, on Wednesday in the Hague said: Iran`s commitment to Non Proliferation Treaty (NPT) is unchangeable and this commitment in the first place, is based on the country`s religious and ideological belief, and secondly on the international conventions.
Dr Kharrazi who has traveled to Netherlands in a bid to meet and confer with the Dutch authorities; made the remarks in an address to a gathering of professors, foreign diplomats and political and international relations researchers, at 'Peace Palace' of Netherlands, where he was the guest of International Relations Association of that country.
In his speech, Dr Kharrazi made a general review of the trend of formation of international relations as well as the report prepared by the UN secretary General, Kofi Annan on challenges the international community is facing, and said: In the report obvious threats such as terrorism, AIDS, violation of human rights, poverty and underdevelopment have been referred to, but in the recommendations put forward to counter the said threats, the stance and interests of the smaller and developing countries have not been taken into consideration, and rather the interests of big powers have been heeded.
The threat, bigger than what has been mentioned in the report is the threat of modern totalitarianism, he pointed out.
The trend after 11 September event, has a militaristic philosophy, and in this trend, use of force or threatening to make use of force constitute the basis for solving different problems, he added.
He further said: There are two aspects to Modern totalitarianism, in that it has targeted both religion and the democracy.
One group abuse religion, and another group misuse the concept of democracy and security, and are after their own specific interests through chanting slogans such as democracy and human rights.
Pointing out that the issue of Iran`s nuclear program should be dealt with by bearing in mind such an atmosphere, Dr Kharrazi said: In 1974, production of 20 thousand megawatt of electricity by Iran for the subsequent 20 years was justifiable and economical in view of the US and the Europe, while today that Iran`s population has doubled, production of the same amount of electricity in Iran , up to 2020 is considered as unjustified and opposed by Washington.
Dr Kharrazi stipulated: The US doesn`t give any importance to the fact that the International Atomic Energy Agency (IAEA) has reached this conclusion after repeated inspections that Iran`s nuclear program has not been deviated towards military objectives, because in their view Iran should undergo pressure and be weakened, and what a pretext better than this that in the international atmosphere which has assumed a security aspect after 11 September events, as well as Afghan and Iraq war, they caution the world of the illusive danger of an atomic Iran.
Criticizing the issue that countries with nuclear capabilities have not fulfilled their undertakings on the basis of NPT, Dr Kharrazi said: The danger of nuclear weapons threatens the world.
NPT has acted somehow successfully in dealing with the non-nuclear countries and has prevented spread of nuclear arms to non-nuclear countries, he added. Pointing out that Iran is not indifferent to the existing concerns, in following up its peaceful nuclear program, Dr Kharrazi said: For this very reason we have signed the additional protocol to NPT, rendered active cooperation to IAEA, settled the existing problems and have suspended temporarily uranium enrichment for the sake of more confidence building.
Referring to the trend of talks between Iran and the three European countries (Germany, France and Britain), Dr Kharrazi said: Making a tangible progress in reaching a solution, satisfactory for both sides in the session of the steering committee is important, and at such conditions all the concerned parties, ie the Europe, IAEA and Iran will be successful; and I give assurance that Iran will be committed to its undertakings to Non Proliferation Treaty and will cooperate with IAEA in pursuing its peaceful nuclear program.
At the meeting, Dr Kharrazi also answered questions raised by some of the audience.
In response to a question on recognition of Israel by Iran, Dr Kharrazi said: Our policy is not based on recognition of Israel, and it is our principal policy. Asked about approving of the additional protocol to NPT by Islamic Consultative Assembly (Majlis or Iranian parliament), Dr Kharrazi said: No Iranian national allows our government to deprive the Iranian nation from legitimate right of having access to nuclear technology, and our Majlis is also after realization of that right. The Islamic Republic of Iran is committed to its undertakings vis-a-vis NPT, its cooperation with IAEA and the safeguards treaty, and we want to make use of nuclear energy for peaceful purposes, he stressed.
In response to a question on the tone of the US demand in the negotiations between Iran and the three European countries, Dr Kharrazi said: As a matter of fact Iran is a powerful country, and thus putting pressure on it will lead to no result, and it is only through negotiation that one can find a solution.
