On February 4, at its extraordinary session, the IAEA Board of Governors, by majority vote, adopted a resolution dealing with the situation around Iran's nuclear program. Russia was among the countries that backed up this document.
The resolution points out that despite nearly three years of intensive work, IAEA is not yet in a position to conclude that there are no undeclared nuclear activities in Iran, and sends Iran a clear and strong signal that it needs to cooperate most actively with the IAEA in order to restore the Board's confidence in the nuclear efforts of Teheran. Among the indispensable measures in this context is re-establishment by Iran of a moratorium on all uranium-enrichment activities.
The Board of Governors reaffirmed its resolve to continue to work for a diplomatic solution to the Iranian nuclear issue.
We are satisfied, and this stems from the adopted resolution, that the work on the Iranian nuclear program will be continued within the IAEA framework. An important stage in this regard will be a March session of the Agency's Board of Governors, in which the IAEA Director General will present a report on Iran's compliance with this and the previous Board resolutions. After its discussion the Board of Governors will decide what further actions to take.
In line with the resolution, the Director General will report to the UNSC on the steps which are required of Iran by the Board in order to resolve outstanding issues concerning the nuclear program of that country and restore the Board's confidence in its peaceful nature. Thus, the UN will have a clear picture of the work in the IAEA on the Iranian nuclear issue.
We urge Iran to respond constructively to the call on it by the Board of Governors for full-fledged cooperation in resolving the issues still outstanding, among them the re-establishment of a voluntary moratorium on all uranium-enrichment activities. The resolution gives all possibilities for a satisfactory closure of the existing questions about the efforts of that country in the nuclear field, using the instruments of the IAEA.
We would like to hope that Teheran will show readiness for the most serious cooperation and then at the next session of the IAEA Board of Governors it will be possible to state a turn of the situation for the better and in the end it will be able to resolve it as before without substantive involvement of the UNGA.
