Following the senior officials meeting in London on 16 January, the UK, France and Germany (E3) have called for an extraordinary meeting of the IAEA Board to be held on 2/3 February. Our objective is to address Iran's continued breach of its obligations to the IAEA by securing Iran's referral to the UN Security Council. We will be discussing this objective with other Board members over the next two weeks.

The E3/EU position was set out clearly in the Ministerial statement from Berlin on 12 January - "we believe the time has now come for the UN Security Council to become involved to reinforce the authority of the IAEA Resolutions". To that end work is also now under way on a draft resolution. We will not be discussing the detail of confidential diplomatic discussions on this resolution in advance of the Board meeting.

Iran's latest offer of further talks lacks credibility. By restarting their enrichment related activities despite warnings from the international community not to do so, Iran compromised the basis for further talks with the E3. Iran's chief negotiator, Larijani has publicly ruled out any reversal of the decision to resume these activities.
