The foreign subsidiary of Halliburton, named “Halliburton Products & Services Limited” conducted business with the Iranian government and its national oil company during a time that U.S. sanctions prohibited American companies from doing business with Iran. However, Halliburton abused a loophole that allows foreign subsidiaries of a U.S. company to conduct business with terror-sponsoring states. The report documents the transgressions of Halliburton and offers reason to shut down the “Business with Terrorist Lopehole”.
