On April 11, 2018, China and Iran held the seminar on civil nuclear cooperation under the Joint Comprehensive Plan of Action (JCPOA) on the Iranian nuclear issue in Beijing. Officials and experts from the two Foreign Ministries as well as the nuclear energy competent departments, nuclear power enterprises and scientific research institutions of China and Iran, including Vice Chairman of China Atomic Energy Authority Wang Yiren, Vice President of the Atomic Energy Organization of Iran Behrooz Kamalvandi and Iranian Ambassador to China Ali Asghar Khaji, attended the seminar. The United States (US), Russia, the United Kingdom (UK), France, Germany, the European Union (EU) and other participants of the JCPOA attended the seminar as observers, and the International Atomic Energy Agency also sent representatives to attend the seminar. Director-General of the Department of Arms Control of the Foreign Ministry Wang Qun attended the opening ceremony and delivered a speech.
Reviewing the negotiation course of the JCPOA, Wang Qun stressed that the hard-won JCPOA should be jointly cherished by various parties. The continuous maintenance of integrity and seriousness of the JCPOA is conducive to consolidating the international nuclear non-proliferation regime, promoting peace and stability in the Middle East, and addressing other international security hotspot issues through political and diplomatic means. Currently, the JCPOA is at a crossroad. All relevant parties should start from the overall situation and a long-term point of view, determine political will, properly handle differences, and continue implementing the JCPOA in an earnest and effective manner. China will continuously follow an objective, fair and responsible attitude to make joint efforts with various parities in this regard.
Wang Qun emphasized that civil nuclear cooperation is an important part of the JCPOA and a necessary mean to ensure Iran’s right to the peaceful use of nuclear energy. China supports the building of civil nuclear cooperation into a highlight in the implementation of the JCPOA. China is willing to, together with Iran, well implement the important consensus reached by the two heads of state during President Xi Jinping’s visit to Iran in January 2016, including the Memorandum of Understanding on the Peaceful Use of Nuclear Energy signed by the two countries, so as to steadily advance bilateral civil nuclear cooperation.
In accordance with the JCPOA, the six countries (China, the US, Russia, the UK, France and Germany) and the EU have conducted civil nuclear cooperation with Iran. Iran respectively held three seminars on civil nuclear cooperation under the JCPOA with the EU and Russia. The theme of this one-day seminar is “Strengthen Bilateral Civil Nuclear Cooperation, Facilitate Implementation of the JCPOA”. Focusing on “supervision and cooperation”, “development of nuclear technology” and “capacity building”, three panel discussions were held at the seminar. From April 12 to 13, representatives of Iran and other countries will visit the “Hualong One” demonstration project of Fuqing Nuclear Power Plant in Fujian Province.
