The IAEA safeguards on Iran nuclear issues have a complex historical background and should be addressed through constructive dialogue and cooperation between the Secretariat and Iran to seek a timely resolution.
This year, the Iranian nuclear issue is at a critical crossroads, and the role of the IAEA is becoming increasingly important. I would like to emphasize once again that confrontation will not resolve the Iranian nuclear issue. The fundamental solution to non-proliferation hotspot issues lies in political and diplomatic efforts, as well as constructive cooperation on multilateral platforms. The immediate priority for the IAEA Board of Governors is to support the Director General and the Secretariat in engaging in constructive communication and cooperation with Iran, promoting mutual progress.
Regarding the resolution on Iran's nuclear issue passed last November by the Board of Governors, China did not support it. Based on this position, I must stress that the process of the Director General preparing the "a comprehensive and updated assessment" should be a constructive process that promotes dialogue and cooperation with Iran, strengthens safeguards, and addresses outstanding issues. Board Members must seriously consider what attitude and actions will truly help promote mutual progress between Iran and the Secretariat. Blindly applying pressure, provoking confrontation, and intensifying conflicts will only have the opposite effect.
China encourages and supports Iran and IAEA in seizing the opportunity to work toward mutual accommodation, strengthening dialogue and cooperation, enhancing safeguards arrangements, and resolving outstanding issues. We call on IAEA Member States to work together and play an active role, supporting DG Grossi and the Secretariat in their cooperation with Iran through practical actions, and resisting any attempts to politicize the safeguards issue. China will, as always, continue to play a constructive role in the political resolution of the Iranian nuclear issue.
