• (a) Except as provided in paragraph (b) of this general license, transactions and activities that are authorized, exempt, or otherwise not prohibited under the Iranian Transactions and Sanctions Regulations, 31 C.F.R. part 560 (ITSR), involving Iranian financial institutions blocked pursuant to Executive Order (E.O.) 13902 are authorized, including transactions and activities authorized by a general or specific license issued pursuant to the ITSR.
• (b) This general license does not authorize any transactions or activities that are otherwise prohibited by the ITSR, E.O. 13902, or any other part of 31 C.F.R. chapter V.
