On August 24, 2026, the Office of Foreign Assets Control (OFAC) announced that it is issuing a rule suspending indefinitely the effectiveness of the following general licenses issued pursuant to the Iranian Transactions and Sanctions Regulations, 31 CFR part 560 (the ITSR):

(1) 31 CFR § 560.544 (“Certain educational activities by U.S. persons in third countries authorized”);

(2) 31 CFR § 560.550 (“Certain noncommercial, personal remittances to or from Iran authorized”);

(3) 31 CFR § 560.554 (“Importation and exportation of services related to conferences in the United States or third countries authorized”);

(4) Iran General License F (“Authorizing certain services in support of professional and amateur sports activities and exchanges involving the United States and Iran”); and

(5) Iran General License G (“Certain academic exchanges and the exportation or importation of certain educational services authorized”).

In conjunction with this suspension, OFAC is issuing General License BB, authorizing all transactions prohibited by the ITSR that are ordinarily incident and necessary to the wind down of any transaction previously authorized by one or more of the above general licenses until September 8, 2026, subject to certain conditions.

Accordingly, any transactions authorized pursuant to these general licenses, but otherwise prohibited by the ITSR, are no longer authorized by OFAC, except to the extent authorized pursuant to General License BB until September 8, 2026.
