THE GRAND JURY CHARGES THAT:

At all times relevant to this Indictment, SAID POURKARIM ARABI, MOHAMMAD REZA ESPARGHAM, and MOHAMMAD BAYATI, the defendants, were nationals of the Islamic Republic of Iran ("Iran") living and working within Iran. ARABI was a member of the Islamic Revolutionary Guard Corps ("IRGC"), an Iranian military and intelligence organization with the primary mission of protecting the country's political system. ESPARGHAM and BAYATI were associates of IRGC member ARABI.
