Iran Moves Nuclear Activities to New Facility: Verification and Monitoring in the Islamic Republic of Iran in Light of United Nations Security Council Resolution 2231 (2015) (GOV/INF/2020/15)

1. This report of the Director General to the Board of Governors and, in parallel, to the United Nations Security Council (Security Council), is on the Islamic Republic of Iran’s (Iran’s) implementation of its nuclear-related commitments under the Joint Comprehensive Plan of Action (JCPOA) in relation to its enrichment related activities. It provides an update on developments since the Director General’s previous report.

Activities Related to Enrichment

2. In a letter dated 7 October 2020, Iran informed the Agency that the operator of the Pilot Fuel Enrichment Plant (PFEP) at Natanz “is planning to transfer a part of this facility to building A1000, with the aim that eventually all of the enrichment R&D activities will be concentrated in this area” and that the “relevant detailed information will be provided in related DIQs [design information questionnaires] as soon as the information is available”.

3. In a letter dated 9 October 2020, the Agency requested Iran, inter alia, to provide clarifications regarding which R&D activities, cascades and equipment were to be transferred to Building A1000 and the timeline for the planned transfers.
