Excellencies,

We have the honor to transmit herewith, in the attachment, a Joint letter from Foreign Ministers of the People's Republic of China, the Islamic Republic of Iran, and the Russian Federation, addressed to the President of the Security Council and the Secretary-General of the United Nations in response to the letter dated 28 August 2025 from the Foreign Ministers of France, Germany, and the United Kingdom on the so-called "snapback" mechanism.

We would be grateful if the present letter and its attachment would be circulated as a document of the Security Council and of the General Assembly under the agenda item 84 "The rule of law at the national and international level".
