Statement on IAEA Director General Mohamed Elbaradei's Report on Iran

November 21, 2008

France thanks the IAEA director-general and staff for this report which shows the efforts they're making to clarify Iran's nuclear program.

We are very concerned about Iran's persisting violation of UNSCR resolutions.

The report emphasizes that Iran is still refusing to provide answers to questions asked by the IAEA about it nuclear program, questions linked to the militarization of its nuclear program. Iran is also refusing to provide the IAEA with access it's requested to certain individuals and certain sites.

The elements described by the IAEA on the militarization of Iran's program can only raise the most serious doubts about Iran's nuclear program. The agency's director-general emphasizes once again that these are very troubling. Iran's behavior further reinforces these concerns.

Our concerns are also reinforced by the recent developments in Iran's ballistic missile program.

We call on Iran to comply with the UNSC resolutions which is the only way to reach a negotiated solution.

We again recall the positive offer made by Javier Solana on behalf of the Six which shows that we recognize Iran's important role in the region and Iran's right to acquire nuclear energy for civilian ends. We obviously don't wish to penalize the Iranian people but we consider at this point that Iran is failing to comply with its obligations with respect to the IAEA and the Security Council resolutions.
