Dr. Kharrazi: The Plan to be Proposed by the Europeans Should Enshrine Enrichment Rights

Iranian foreign minister, Dr Kamal Kharrazi, on Sunday said: If the plan to be proposed by the Europeans does not enshrine the right for uranium enrichment, it will not be acceptable to Iran; and in that case we will make our decision.

He was making the remarks in response to a question on the Europeans` proposal on Iran`s nuclear dossier and the issue of uranium enrichment in this context, in an interview with the reporters on the sidelines of the International Conference on Restructuring of the United Nations, held at the Center for International Studies of foreign ministry of the Islamic Republic of Iran.

Responding to another question on the content of the proposal to be made by the Europeans, Dr Kharrazi said: Nothing has been revealed about the content of the plan and we are in contact with the Europeans and we are due to hold a session in order to determine different dimensions of the plan.

As regards the claim made by some western media based on the possibility of change in the content of the plan because of change of government in Iran ( due to the result of recent presidential election), Dr Kharrazi said: Of course the possibility exists, and in such a case, it should be regarded as a mistake on their part ( the Europeans).

He stipulated: The quality of how to deal with the issue of uranium enrichment and Iran`s nuclear dossier is not dependent on governments, but it is related to the Islamic Republic`s system, and it is the highest authorities of the system that decide about this issue; and with change in government no change will be brought about in our policy.

He stressed: There is no reason why the European would want to change their plan because of change in Iranian government. They should propose their plan honestly so that we could see whether it solves the problems or not.

Asked whether he would continue to be acting as foreign minister in the new cabinet, Dr Kharrazi said: As I have said before, being in office for eight years in this post is enough for me, and there are a lot of young and lively forces in the society who are able to continue this task.

In response to the question as to whether change in the composition of the negotiating team would have any effect on the trend of Iran`s nuclear dossier?

Dr Kharrazi said: It is not due that any change be made in the composition of the negotiating team. The delegation comprises of our prominent experts and they will continue the work.

Asked whether he was pessimist about the negotiations, Dr Kharrazi answered: Pessimism or optimism play no important role in dipomacy.

We should take notice of the realities and wait until the time the Europeans` report is offered.

In response to another question on appointing and dispatching ambassadors at the end of the work of the current government, Dr Kharrazi said: Our duty is appointing and dispatching ambassadors, but these days this trend has been stalled.

President Khatami also emphasized that after the presidential election no new person would be dispatched, and if anyone is due to be dispatched it should be with the agreement of president-elect, Dr Mahmoud Ahmadi Nejad.

Therefore the decision for sending two consuls general of the Islamic Republic of Iran to Iraq has been made with the agreement of Dr Ahmadi Nejad.
