Broad embargoes and economic sanctions are not effective against rogue regimes. They will not deter the spread of weapons of mass destruction. They will not change regime behavior. If Congress wants to control the spread of weapons of mass destruction, and modify the behavior of rogue regimes, there are far better and more sophisticaed tools available. Before turning to what might work, I will explain why I think embargoes and sanctions do not work.
