Sanctioned by the United States on September 23, 2004 under the Iran Nonproliferation Act of 2000, for transferring to Iran equipment and/or technology of proliferation significance since January 1, 1999; served as Executive Director of Operations of the Nuclear Power Corporation of India Limited (NPCIL) beginning in 1995; took over as Chairman and Managing Director of the NPCIL from April 30, 2000, after the retirement of Y.S.R. Prasad, until July 31, 2000; the NPCIL is controlled by the Department of Atomic Energy of the Indian government; joined the Department of Atomic Energy in 1960; trained in Canada on Pressurized Heavy Water Reactors (PHWR); served as engineering director of a 500 MW(e) PHWR from 1988 to 1995, and led a team of design engineers in work on a nuclear reactor project at Tarapur; has never visited Iran according to a spokesman for India?s Ministry of External Affairs, which denies the U.S. charge that Surendar sold or transferred sensitive equipment to Iran.
