A China-based employee of Hongkong Himark Electron Model Limited; part of a network that has procured components used in unmanned aerial vehicles (UAVs) on behalf of Iran's Islamic Revolutionary Guard Corps (IRGC) Aerospace Force Self-Sufficiency Jihad Organization, according to the U.S. Department of the Treasury.
Represented Hongkong Himark in sales of servomotors worth over one million dollars to Pishgam Electronic Safeh Company in Iran; undertook measures, including falsifying invoices, to obscure the end-user in Iran; financial transactions were facilitated by Turkey-based Dal Enerji Madencilik Turizm Sanayi Ve Ticaret Anonim Sirketi and Anka Port Ic Ve Dis Ticaret INSAAT Lojistik Sanayi Limited Sirketi; shipments were facilitated by United Arab Emirates-based company Farhad Ghaedi Goods Wholesalers LLC, which transshipped the servomotors through Dubai.
Along with Hongkong Himark, also supplied more than one hundred thousand dollars' worth of servomotors to the Houthis in Yemen.

Added on September 27, 2023, to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), freezing the person's assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; foreign parties facilitating transactions for the person or otherwise assisting the person may be subject to U.S. sanctions; also subject to the Iranian Financial Sanctions Regulations; foreign financial institutions facilitating transactions for the person may be prohibited from opening or maintaining correspondent or payable-through accounts in the United States; also subject to heightened export license requirements (with a presumption of denial) due to involvement in activities related to WMD proliferation.
