A Chinese proliferation agent who has supplied Shiraz Electronics Industries (SEI) with missile-applicable items and technology, including U.S.-origin goods.

Added on May 17, 2017 to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), freezing his assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382 which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; foreign parties facilitating transactions for the entity or otherwise assisting the entity are subject to U.S. sanctions. 

Since at least 2015, has provided SEI with missile-related technology and goods, including gyroscopes and other missile-applicable navigation technology; used Shanghai North Begins International to sell navigation-applicable technology and guidance systems and other dual-use technology, valued at $17 million, to SEI; used Shanghai North Transway International Trading Co. to sell items worth more than $1 million to SEI; through Shanghai Gang Quan Trade Co., sold goods to SEI.
