An Iranian national; involved in procuring equipment for Iran's unmanned aerial vehicle (UAV) and weapons programs on behalf of Iran's Ministry of Defense and Armed Forces Logistics (MODAFL), according to the U.S. Department of the Treasury.
According to the U.S. Department of Justice, involved in a conspiracy to procure and export U.S. technology to Iran through companies in Turkey; together with Murat Bukey, Farazan Industrial Engineering, Inc., and Ozon Spor Ve Hobi Urunleri (a dormant company whose de facto successor is Ozone Aviation and Defense Industry Inc.), indicted in the United States on May 3, 2018, on charges of violating the International Emergency Economic Powers Act (IEEPA), the Iranian Transactions and Sanctions Regulations (ITSR), the Arms Export Control Act (AECA), and the International Traffic in Arms Regulations (ITAR), and of smuggling, conspiracy to commit money laundering, and making false statements.
Allegedly unlawfully exported a fuel cell test station from the United States to Turkey in 2012 with the intent of forwarding it to Iran; allegedly also attempted to unlawfully export the following items from the United States to Iran between 2012 and 2018:
- A biodetection system
- Gamma ray projectors
- Thermal imaging night vision cameras
- An OSCOR Green spectrum analyzer
- Optical emission spectrometers
Allegedly falsified an end-user statement in connection with the attempted export of the biodetection system by indicating Turkey-based company Neon Makina Ltd. as the ultimate end user of the item; remained at large as of March 2023.
According to the U.S. Department of the Treasury, has served as commercial manager and procurement agent for the Defense Technology and Science Research Center (DTSRC); has procured items with UAV applications, including inertial measurement units and attitude and heading reference systems, for the DTSRC; established and used Farazan Industrial Engineering, Inc. to acquire defense equipment for the DTSRC, including an attempt to procure tens of thousands of dollars' worth of European-origin turbine engines usable in UAVs and surface-to-air missiles.

Added on March 21, 2023, to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), freezing the person's assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction and their delivery systems; also subject to the Iranian Financial Sanctions Regulations; foreign parties facilitating transactions for the person or otherwise assisting the person are subject to U.S. sanctions.
