A senior official in Iran Aircraft Manufacturing Industries (HESA).
According to the U.S. Department of the Treasury, has overseen HESA's testing of unmanned aerial vehicles (UAVs) and represented HESA in its contracts with foreign suppliers; connected to a network operating in China, Russia, and Turkey that has facilitated shipments and financial transactions in support of HESA's production, procurement, and maintenance of military aircraft and UAVs.
Serves as HESA's managing director and member of its board of directors.
Co-authored a conference paper on the role of the Iranian military in the aircraft industry; studied industrial engineering at Malek Ashtar University of Technology (MUT).

Sanctions
Added on September 19, 2023, to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), freezing the person's assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction and their delivery systems; foreign parties facilitating transactions for the person or otherwise assisting the person are subject to U.S. sanctions; also subject to the Iranian Financial Sanctions Regulations; foreign financial institutions facilitating transactions for the person may be prohibited from opening or maintaining correspondent or payable-through accounts in the United States; subject to heightened export license requirements (with a presumption of denial) due to involvement in activities related to WMD proliferation.
Sanctioned on May 12, 2024, by the government of Australia, restricting business and financial transactions with the person and freezing the person's assets in Australia.
