Was involved in Iran's nuclear weapons program; served as a project supervisor in the Amad Plan, a pre-2004 Iranian program to develop nuclear weapons.

Was a project supervisor for Subproject 3/30, a part of the Amad Plan which focused on nuclear explosive testing; also reportedly oversaw Subproject 3/20, a part of the Amad Plan focused on manufacturing uranium deuteride; reportedly affiliated with the Organization of Defensive Innovation and Research (SPND), whose personnel played a "central role" in Iran's past efforts to develop nuclear weapons, according to the U.S. Department of the Treasury; continues to work for the Iranian government.

Holds a doctorate in theoretical physics from the Moscow Institute of Physics and Technology (MIPT).
