Has served as Vice President for the fuel cycle at the Atomic Energy Organization of Iran (AEOI).

Added to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) on June 15, 2007, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; removed from the SDN list in January 2016 as part of the Joint Comprehensive Plan of Action; listed in an annex to U.N. Security Council resolution 1737 of December 23, 2006, as a person involved in Iran's proliferation-sensitive nuclear activities or development of nuclear weapon delivery systems; listed in an annex to U.N. Security Council resolution 1803 of March 3, 2008; removed from the U.N. list in January 2016 by U.N. Security Council resolution 2231; listed by the European Union on October 18, 2015 as an entity acting on behalf of IRISL; removed from the E.U. list in January 2016 as part of the Joint Comprehensive Plan of Action.

Has served as CEO and member of the board of directors of the AEOI's Raw Materials and Nuclear Fuel Production holding company; head of the AEOI's Nuclear Science and Technology Research Center; Vice President for Research and Development at the AEOI; and professor of nuclear chemistry and radiochemistry at the AEOI's Nuclear Science and Technology Research Center; has written a book on nuclear medicine and translated two books on nuclear chemistry; has written articles on radioactive waste absorption and nuclear medicine.

According to the National Council of Resistance of Iran (NCRI), has supervised the heavy water project under construction at Arak; reportedly also identified as the head of Iran's Uranium Conversion Facility (UCF) at Esfahan; according to the U.S. Department of the Treasury, awarded the second medal for research by the Iranian president in August 2006 for his role as AEOI research and technology deputy.
