According to the U.S. Department of the Treasury, played a key role as SHIG director in negotiations between Iran and North Korea on projects to develop long-range missiles; according to the U.S. Department of the Treasury involved in the development of an 80-ton rocket booster being undertaken jointly by SHIG and North Korea and travelled to Pyongyang, North Korea, to negotiate the contract for the development of the booster.
Suspected of involvement in technical and logistical cooperation between SHIG and Korea Mining Development Trading Corporation (KOMID), according to a U.N. Panel of Experts report.
Holds a doctorate in industrial engineering from Imam Hussein University (IHU).
Sanctions
Added on January 17, 2016, to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), freezing the person's assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; foreign parties facilitating transactions for the person or otherwise assisting the person are subject to U.S. sanctions; also subject to the Iranian Financial Sanctions Regulations; foreign financial institutions facilitating transactions for the person may be prohibited from opening or maintaining correspondent or payable-through accounts in the United States.
Sanctioned on February 5, 2016, by the government of Canada for involvement in Iran's proliferation activities or affiliation with Iran's Islamic Revolutionary Guard Corps (IRGC), prohibiting (with some exceptions) the person's access to goods, funds, and related services in Canada.
