The United States and Israel have once again carried out attacks against Iran during the negotiation process, Iranian nuclear facilities under IAEA safeguards also under attack. These actions violate international law and fundamental norms of international relations, and have caused a sudden escalation of tensions in the Middle East. China is highly concerned about these developments. Iran’s national sovereignty, security and territorial integrity should be respected. China calls for an immediate cessation of military actions, to prevent further escalation of tensions and to avoid the spread of conflict across the Middle East. All parties should promptly return to dialogue and negotiations to jointly safeguard the international nuclear non-proliferation regime. The international community should make clear and unequivocal voice in opposing the regression of the world to the law of the jungle.
China has consistently advocated resolving the Iranian nuclear issue by peaceful means through political and diplomatic efforts. Last month, progress was made in the negotiations between Iran and the U.S., with active assistance provided by regional countries and IAEA Director General Grossi. This process has now been interrupted by military strikes. I wish to emphasize that the Iranian nuclear issue should eventually return to the track of political and diplomatic settlement. Bad faith, use of force, and sanctions-based pressure cannot fundamentally resolve non-proliferation issues; they only serve to undermine diplomatic efforts. A proper settlement of the Iranian nuclear issue can only be sought through political and diplomatic means and safeguards cooperation within the IAEA framework, on the premise of fully respecting Iran’s legitimate right as a party to the NPT to the peaceful use of nuclear energy and ensuring the peaceful nature of Iran's nuclear program.
Iran has repeatedly affirmed that it has no intention of developing nuclear weapons. Director General Grossi reiterated on Monday that the IAEA did not see a structured nuclear weapons program in Iran. This conclusion was based on the long-term implementation of comprehensive safeguards on Iran's nuclear program. Within the IAEA framework. The only correct approach to properly handling the Iranian nuclear issue within the IAEA framework is to support the Secretariat in maintaining dialogue and cooperation with Iran, to ensure safeguards and monitoring in Iran to be carried out smoothly and effectively, free from political obstacles and the threat of military strikes. Furthermore, it is essential to support the IAEA in continuing to play an active and constructive role in the process of reaching a political and diplomatic settlement.

The Global Governance Initiative proposed by President Xi Jinping actively advocates for core principles such as sovereign equality, international rule of law, and multilateralism. The Global Security Initiative emphasizes a vision of common, comprehensive, cooperative, and sustainable security, highlighting the importance of addressing the legitimate security concerns of all nations and resolving international disputes through dialogue and consultation rather than conflict and confrontation.
The recent evolution of the situation further underscores the profound practical significance of these principles in achieving a proper settlement of the Iranian nuclear issue. China will work alongside the Secretariat and Member States to actively implement the four Global Initiatives proposed by President Xi within the IAEA. We remain committed to making unremitting efforts to promote a political solution to the Iran nuclear issue, uphold the international nuclear non-proliferation regime, and foster peace and stability in the Middle East.
