An Iranian national who together with Marco Klinge and Vahid Qayumi leads the MVM partnership, a network that has coordinated the procurement of ballistic missile propellant ingredients on behalf of Parchin Chemical Industries (PCI), according to the U.S. Department of the Treasury; PCI is an element of Iran’s Defense Industries Organization (DIO).
According to the U.S. Department of the Treasury, the MVM partnership has procured hundreds of metric tons of missile propellant ingredients from China on behalf of PCI since 2023, including sodium chlorate, sodium perchlorate, and sebacic acid; sodium chlorate and sodium perchlorate are used to manufacture ammonium perchlorate, which is controlled by the Missile Technology Control Regime (MTCR) and used in solid-propellant rocket motors; sebacic acid is used to produce resins sought by Iran for its ballistic missile program, as well as plasticizers, certain types of which are missile propellant additives and agents controlled by the MTCR.
