An India-based company involved in the MVM Partnership, a network led by Marco Klinge, Majid Dolatkhah, and Vahid Qayumi that has coordinated the procurement of ballistic missile propellant ingredients on behalf of Parchin Chemical Industries (PCI), according to the U.S. Department of the Treasury; PCI is an element of Iran’s Defense Industries Organization (DIO).

According to the U.S. Department of the Treasury, the MVM partnership has procured hundreds of metric tons of missile propellant ingredients from China on behalf of PCI since 2023, including sodium chlorate, sodium perchlorate, and sebacic acid; sodium chlorate and sodium perchlorate are used to manufacture ammonium perchlorate, which is controlled by the Missile Technology Control Regime (MTCR) and used in solid-propellant rocket motors; sebacic acid is used to produce resins sought by Iran for its ballistic missile program, as well as plasticizers, certain types of which are missile propellant additives and agents controlled by the MTCR.

Between 2023 and 2024, exported cotton linter to Iran and the United Arab Emirates (UAE); cotton linter is a precursor ingredient in the production of nitrocellulose, which is used in rocket propellant.

Between 2023 and 2025, also exported goods declared as fruit to Iran and the UAE, and imported goods declared as fruit from Iran-based companies Bazargani Adak Pergas Pars and Royan Arse Jonoob Fars; in 2023, imported petroleum bitumen declared as Iraqi-origin from MVM Amici General Trading in the UAE.

Sanctions

Added on November 12, 2025, to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC),[10] freezing its assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; also subject to the Iranian Financial Sanctions Regulations, which restricts the use of the U.S. financial system for transactions involving Iranian entities.

Foreign parties facilitating transactions for the entity or otherwise assisting the entity may be subject to U.S. sanctions; foreign financial institutions facilitating transactions for the entity may be prohibited from opening or maintaining correspondent or payable-through accounts in the United States; subject to heightened U.S. export license requirements (with a presumption of denial) due to involvement in activities related to WMD proliferation.
