A German national who together with Majid Dolatkhah and Vahid Qayumi leads the MVM partnership, a network that has coordinated the procurement of ballistic missile propellant ingredients on behalf of Parchin Chemical Industries (PCI), according to the U.S. Department of the Treasury; PCI is an element of Iran’s Defense Industries Organization (DIO).

According to the U.S. Department of the Treasury, the MVM partnership has procured hundreds of metric tons of missile propellant ingredients from China on behalf of PCI since 2023, including sodium chlorate, sodium perchlorate, and sebacic acid; sodium chlorate and sodium perchlorate are used to manufacture ammonium perchlorate, which is controlled by the Missile Technology Control Regime (MTCR) and used in solid-propellant rocket motors; sebacic acid is used to produce resins sought by Iran for its ballistic missile program, as well as plasticizers, certain types of which are missile propellant additives and agents controlled by the MTCR.

Has liaised between the partnership and its suppliers, including China Chlorate Tech Co Limited (CCT); has worked with Iran-based Adak Pargas Pars Trading Company and United Arab Emirates-based Mostafa Roknifard Prime Choice General Trading LLC to facilitate the procurement of sodium perchlorate for Iranian government customers, according to the U.S. Department of the Treasury.

Sanctions

Added on November 12, 2025, to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), freezing the person's assets under U.S. jurisdiction and prohibiting transactions with U.S. parties, pursuant to Executive Order 13382, which targets proliferators of weapons of mass destruction (WMD) and their delivery systems; also subject to the Iranian Financial Sanctions Regulations, which restricts the use of the U.S. financial system for transactions involving Iranian entities.

Foreign parties facilitating transactions for the person or otherwise assisting the person may be subject to U.S. sanctions; foreign financial institutions facilitating transactions for the person may be prohibited from opening or maintaining correspondent or payable-through accounts in the United States; subject to heightened U.S. export license requirements (with a presumption of denial) due to involvement in activities related to WMD proliferation.
