Iran’s failure to grant inspectors access to two sites of concern have curtailed the agency’s ability to do its work, as technical experts deemed the site visits indispensable for verifying the absence of illicit activity. According to Grossi, the situation is serious enough that it was necessary for the agency to issue a second report detailing Iran's behavior in addition to its regular quarterly update.
