Iranian Citizens Indicted for Illicit Procurement and Transshipment of Controlled Technology to Iran

On June 6, 2017, Iranian citizen Alireza Jalali was arrested at New York’s John F. Kennedy airport upon his arrival from Malaysia. Ten days later, Australian authorities made a related arrest of another Iranian citizen, Negar Ghodskani, based on a U.S. extradition request.

Two Los Angeles-Area Men Arrested in Conspiracy to Export Defense Items to Iran

Two men based in the Los Angeles area were arrested on October 26, 2016 on federal charges related to a conspiracy to export military aircraft parts and other defense items to Iran.  Zavik Zargarian, 52, of Glendale, California, and Vache Nayiran, 57, of Lakeview Terrace, California, were taken into custody and charged with violations of the International Emergency Economic Powers Act (IEEPA) and the Iranian Transactions and Sanctions Regulations (ITSR).  Zagarian and Nayiran are both dual citizens of Iran and the United States.

Canadian-Iranian Businessman Pleads Guilty in Conspiracy to Ship U.S. Electronics to Iran

Ali Reza Parsa, a businessman with dual Iranian and Canadian citizenship, pleaded guilty in federal court in January 2016 to conspiring to ship U.S.-origin electronic components from the United States to Iran, via Canada, without a license required by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC).  He was sentenced to three years in prison on May 20, 2016.

CEO of U.S. Metallurgical Company Charged with Illicit Export of Metallic Powder to Iran

The CEO of a New York-based metallurgical company has been arrested on charges of illegally exporting a specialized metallic powder from the United States to Iran, the U.S. Justice Department announced on March 1.  According to the criminal complaint, Erdal Kuyumcu, a naturalized U.S. citizen of Turkish descent, allegedly exported over a thousand pounds of a thermal spray powder to Iran, via transshipment through Turkey, in two shipments in 2013.

Taiwanese National Conspires with Known Procurement Network to Send U.S.-Origin Dual-Use Electronics to Iran

Kunlin Hsieh, a Taiwanese national and sales manager for Junbon Enterprises Co. Ltd. in Taiwan, pleaded guilty in June 2015 to conspiring to ship U.S.-origin dual-use electronic parts from the United States to Iran, via Taiwan.  He was sentenced to 14 months in federal prison.

Taiwanese Man Charged with in Conspiracy to Export Sensitive Microelectronics to Iran

Arthur Shyu, a senior manager of Hosoda Taiwan Co. Ltd., was indicted on April 16, 2015, along with eight other defendants, as part of a procurement network that allegedly supplied at least $24-million worth of U.S.-origin microelectronics to end users in Iran.  The exported items allegedly included electronics with application in surface-to-air and cruise missiles.

Turkish Company in Procurement Ring Settles Charge of Illicit Export of Valve Parts to Iran

On March 20, 2015, AAG Makina, a Turkish equipment manufacturer, settled one charge of aiding an unauthorized export to Iran with the U.S. Commerce Department’s Bureau of Industry and Security (BIS).  According to the charge, in 2011, Satco Corporation, a Canadian company, ordered $47,334 worth of valve parts and a pressure transmitter, which were shipped from the United States to AAG Makina.  The shipped goods were subject to the Export Administration Regulations.  AAG Makina forwarded the items to two Iranian petrochemical companies without U.S.

Who are the Iranian Sanctions Violators Pardoned on Implementation Day?

On January 17, 2016 – the day after implementation of the nuclear deal with Iran – President Barack Obama announced the details of another agreement with Iran: four Americans who had been detained in Iran were released, and, in exchange, clemency was granted to six Iranian-Americans and one Iranian serving sentences or awaiting trial in the United States. President Obama said that the Americans, including Washington Post journalist Jason Rezaian, had been “unjustly detained by Iran,” and called the exchange “a one-time gesture to Iran given the unique opportunity offered by this moment and the larger circumstances at play.” Federal prosecutors, in a subsequent court filing in one of the cases, echoed the President’s language, stating that the deal was “a one-time, unique agreement based on extraordinary circumstances.”

British Man Sentenced and Fined for Illegal Export of Alloy Valves to Iran

On November 26, 2014 British businessman Gary Summerskill, also known as Gareth Summerskill, of Cambridgeshire, England, was fined £68,000 to settle charges that he and his company, Delta Pacific Manufacturing Limited, illegally exported alloy valves to Iran.  Delta Pacific was also ordered to forfeit its profits from the sales, totaling £1,072,000.  The investigation and enforcement action were led by Her Majesty's Revenue and Customs (HMRC).

Carbon Fiber Seized en Route to Iranian Businessman with Ties to Georgia and Hong Kong

In December 2012, a shipment of carbon fiber was seized aboard the Shahraz, a ship en route from China to Bandar Abbas in Iran. The Shahraz was carrying 1,800 bobbins of carbon fiber weighing 7,200 kg and manufactured by the Japan-based company Toray. A U.N. Panel of Experts charged with investigating violations of Security Council resolutions found that the address and fax number of the shipper listed on the consignment’s bill of lading were associated with South Shipping Line Iran (SSL), which was designated under Security Council resolution 1929. Toray later confirmed that the type of carbon fiber aboard the ship (identified as T700SC-12000) fell above the control thresholds of goods prohibited for export to Iran established by the United Nations. The high-grade carbon fiber has a number of commercial applications, in particular in the aerospace industry, and can also be used to manufacture rotors for Iran’s IR-2m centrifuge.
